Her Modus Operandi shows a situation where in various counties judges and candidates can’t be elected or reelected without significant funding that increases over time and ballot contractors. The Ballot contractor explains her added value that is based on experience, database management and her ability to organize and recruit people from the ground which enable the delivery of votes for her customers.
