The “deep state” term has many definitions and connotations which lead to controversy, misunderstanding and fake news. The mainstream media refers to the term in a pejorative way, implying that the term is mostly used by conspiracy theorists and therefore all allegations concerning a progressive deep state behaviour should be dismissed. In many cases the media opens or propagates a smear campaign on whistleblowers that expose cartelistic behaviors of governments branches or cartels. The reason is obvious for anyone that believes the mainstream media is part of the Deep State. For the sake of simplicity in this context, we define the deep state in a generic manner:
A Deep State is a set of well connected elitist groups that leverage competitive advantages using government favoritism or unfair advantages, regulations, trade secrets, technology barriers, geographical barriers, misinformation or unequal application of the law.
Under this terminology we could portray the deep state as an evolving ad hoc cartel that is composed by smaller ad hoc cartels. The term cartel has many definitions but in this context we propose that:
A cartel is a collection of organizations or personas that collude in order to control government, law enforcement, prices or the geographical allocation of the distribution of products or services. The control of of government and law enforcement is done through the control of decision makers and the chain of forensic evidence, rigged testimonies through racketeering or favoritism. The control of government and law enforcement allows the cartel enrichment through asymmetric or compulsory commerce and unfair tax allocation.
Controlling government policies and forensic evidence enables the control of law enforcement and the unequal application of the law which enables enrichment through asymmetric distribution channels, price control and trade unions manipulation. Deep States evolve accordingly with business opportunities, migration trends, technologies and politics and geopolitical conflicts. Its nation might have one or more than one Deep State. Under the globalization trend, a Deep State might operate in parallel in various countries of have a client or supplier deep state in another nation. This is reason why economic power is so centralized to state departments.

A most used analogy of the Deep State to the “vicious octopus” is misleading and serves the system as a talking point for dismissing any whistleblower allegation since it is almost impossible to prove which part of the system is the head and which one is a tentacle. For an octopus, once you get rid of the eight tentacles or the head the deep state would cease to exist. This is not true, because the system can evolve create unlimited number of tentacles on the fly and move the tentacles from one place to another.
Although Johnny Harris’ analysis is very important for its description of the modus operandi of Washington DC power figures, it doesn’t refer to the possibility that there are other elitist groups that work in parallel or in conjunction with the portrayed group. This analysis uncovers only one facet in one time span of Deep State existence not mentioning other Deep State operators that might be more powerful and more covert. It doesn’t reefer to other “deepstates” that might be out there before WWII like the Robber Barons, the Guilded Age, Adams tenure, The Pinkertons during the Civil War, Grant tenure, the British East India company in India or United Fruit in Honduras. A more appropriate depiction would be replacing the “vicious octopus” with an hydra that has many replaceable heads and in this context also many replacement tentacles or hands. An Hydra is mythological “monster having many heads, one of which, when cut off, was immediately succeeded by two others, unless the wound was cauterized”. Today the Hydra wings are represented by the media that enables its presence everywhere. Consolidation of industries, specially in the “Military Industrial Complex” is a tool used to centralize and control prices as well as a framework that controls the unfair chain of supply and the rigging of the government bidding system. The misinformation machinery used by the Deep State serves two main purposes. The misinformation gaslights the process by which elitist groups maintain a rigged competitve advantage and the ongoing structure of “favoritism” which enables controlling the system, government bids and appointments, filtering, entrapping or buying political cohorts, testimonies and forensics. On the other hand the misinformation alleges that the group is working for the well-being of society through “benevolent contributions” to shill ONGs that are written off as tax exemptions as well as the creation of shell corporations that are used to hide the real intentions and methods of the elitist stock holders or an evasion of antitrust laws.Hydra or Octopus?
